Planning and Design Department, Projects Division
Reports to: Chief Projects Officer (CPO)
Summary of the Role
This pivotal leadership role drives WKCD’s built-environment vision through the renewal of its master plan, management of multi-phase development zones, and oversight of critical design functions. The GM ensures excellence in architectural, structural, and interior design across capital projects, PPP project initiatives, and development studies while strengthening departmental capabilities to meet evolving District priorities.
Key Accountabilities
Lead the renewal of the WKCD master plan, integrating cultural, commercial, and sustainability objectives.
Oversee planning/design for diverse development zones (ACF, HOR, infrastructure), ensuring alignment with District-wide vision.
Direct procurement and performance management of planning/design consultants for capital projects and studies as assigned.
Ensure designs meet all targets: safety, statutory compliance, budget, schedule, universal accessibility, sustainability, and well-being.
Manage statutory submissions (Building Plans, Structural Plans, Planning Application) for timely approvals from BD, TPB and utilities etc.
Manage and own Chinese-language documentation for planning/design deliverables and stakeholder communications as assigned.
Represent WKCDA at key forums: Harbourfront Commission, District Council, and public consultations etc.
Lead licensing compliance for venues, collaborating with relevant User and District Facility Services Departments on design solutions.
Benchmark commercial/residential designs against latest market standards and best practices.
Assess design consultancy fees, variations, and claims, supporting Project Procurement & Control Department on cost disputes.
Coordinate Public Infrastructure Works (PIW) design with CEDD and other government bodies for entrusted infrastructure works.
Resolve land/planning constraints (Master Register & Control Plans, development potential) with Property Development Division and District Authorized Person.
Partner with External Affairs (EA) on public consultations for master plan renewal/new projects.
Collaborate with Project Procurement & Control Department to establish budgets/programmes and evaluate claims.
Partner with Project Management/Engineering Departments for timely design support, site coordination, and risk mitigation.
Report design progress, risks, and solutions to CPO, Board, and oversight committees.
Mentor and lead a team of design managers/structural engineers, fostering multi-disciplinary expertise.
Support CPO in strengthening departmental capacity.
The Ideal Candidate
Qualifications & Experience
Recognized Degree (Master’s preferred) in Architecture, Urban Design, or related field.
Professional membership (HKIA or equivalent) mandatory and Authorized Person (Architect) preferred.
20+ years’ post-qualification experience, including 10 years in senior management on large-scale projects (e.g. ACF, HOR, mixed-use).
Proven track record in master plan development, design management, and statutory approvals in Hong Kong.
Expertise in BIM integration, multi-disciplinary coordination, and value engineering.
Fluent bilingual (English & Chinese) with exceptional writing skills for technical/documentary Chinese.
Critical Competencies
Inspire teams and manage consultants/contractors in complex, claim-sensitive environments.
Balance design aspirations with budget/schedule realities; anticipate stakeholder challenges.
Deep knowledge of HK planning/building regulations; experience with government entrusted works preferred.
Resolve design conflicts, licensing hurdles, and public consultation challenges proactively.
Navigate PPP developers, contractors, utilities, and community groups effectively.
