THE CHINESE MEDICINE HOSPITAL OF HONG KONG
The Chinese Medicine Hospital of Hong Kong (CMHHK) is a flagship Chinese medicine (CM) institution leading the development of CM including Chinese medicines (CMs) in Hong Kong. The CMHHK adopts a public-private partnership model. The HKSAR Government has financed the construction and selected the Hong Kong Baptist University as the contractor to incorporate the HKBU Chinese Medicine Hospital Company Limited as the operator to manage, operate and maintain the CMHHK.
The CMHHK is targeted to commence hospital services by phases at the end of 2025. The CMHHK aims to offer comprehensive CM care, ranging from primary, secondary to tertiary services, and promote advanced and specialised CM services. The CMHHK will pioneer integrated Chinese-western medicine (ICWM) services to cater to different patient needs. Inpatient, day-patient, and outpatient treatments and also community services will be offered by the CMHHK. Both Government-subsidised services and add-on market-oriented services will be provided to ensure accessibility and to meet the diverse healthcare needs of the community.
With a view to prioritising education, training, innovation and research, including collaboration with local and overseas universities to advance evidence-based clinical research and develop CM theories and clinical applications, the CMHHK is now looking for the following talent to join our team.
System Analyst (Application Systems) (24250402)
Responsibilities:
Reporting to the Head of IT and Deputy Head of IT, the System Analyst (Application Systems) will analyse, design, and implement IT systems and solutions to meet CMHHK’s business requirements and enhance operational efficiency.
- Elicit Stakeholder Feedback: Conduct user requirements workshops, interviews, and surveys to gather feedback, clarify requirements, and prioritise system features and enhancements;
- Develop Business Processes: Understand and create business processes that align with on-the-ground operations and are implementable on the ERP and/or other enterprise systems, ensuring compliance with CMHHK policies;
- Design IT Solutions: Design solutions aligning with organisational goals and objectives;
- Prepare Documentation: Create technical documentation, functional specifications, user stories, system architecture diagrams, and system design specifications to communicate system requirements, workflows, and technical details to developers and stakeholders;
- Conduct Assessments: Perform system assessments, feasibility studies, and gap analyses to identify system deficiencies, recommend enhancements, and streamline business workflows;
- Coordinate Development Activities: Oversee system development activities, data migration processes, and system testing procedures to ensure seamless integration of new systems with existing infrastructure and operations;
- Conduct Testing: Perform system testing, user acceptance testing (UAT), and quality assurance (QA) to verify system functionality, performance, and data integrity before deployment;
- Document Configurations: Record system configurations, data models, interface specifications, and system dependencies to support system maintenance, troubleshooting, and knowledge transfer;
- Assist in Implementation: Support system implementation, deployment, and configuration changes to ensure successful rollouts and user adoption;
- Provide Post-Implementation Support: Offer post-implementation support, system training, and documentation updates to address user feedback, resolve issues, and optimise performance;
- Perform On-Call Duties: Provide on-call support to address urgent IT issues;
- Monitor Performance: Track system performance metrics, logs, and user feedback to identify bottlenecks, performance issues, and optimisation opportunities;
- Analyse System Usage: Study system usage patterns, trends, and capacity planning to optimise resources, scalability, and reliability;
- Manage Change Requests: Handle system change requests, upgrades, and enhancements in accordance with the Change Management Process, IT policies, and regulatory requirements; and
- Vendor Management: Oversee relationships with IT vendors and service providers, ensuring quality and cost-effective services.
Requirements:
- A bachelor’s degree in Computer Science, Information Technology, Information Systems, or related disciplines;
- Certifications such as PMP are a plus;
- At least 10 years of relevant work experience in IT system development;
- Experience in Chinese Medicine clinics, hospitals, or a healthcare setting is preferred;
- Mastery of hospital clinical and non-clinical processes is preferred;
- Experience with clinical sub-systems (e.g., Radiology Information System, Picture Archiving & Communication System, Electronic Health Record Sharing System, Mortuary Body Tagging System, Autonomous Mobile Robots System, Queue Display & Management System, Endoscopy System, Laboratory Information System) is an advantage;
- Solid experience in system analysis, design, development, deployment, and support of ERP systems is a must;
- Solid experience with system modelling tools, requirements-gathering techniques, and system development methodologies;
- Proficiency in programming language development frameworks and database management systems;
- Strong analytical skills, problem-solving abilities, and attention to detail;
- Good business acumen and the ability to translate business requirements into effective IT solutions;
- Excellent communication and interpersonal skills to collaborate with stakeholders at all levels;
- Good leadership and team-building skills, capable of motivating IT personnel from in-house teams, partners, vendors, and contractors; and
- Excellent presentation skills with a good command of English and Chinese, both spoken and written, including Putonghua.
The initial appointment will be offered on a fixed-term contract ending in December 2025. Subject to performance and the decision of the CMHHK, the offer of further appointment, if any, will be made by the CMHHK.
Shortlisted candidates will be invited to attend a written test.
Work location: Kowloon Tong Campus and will be moved to The Chinese Medicine Hospital of Hong Kong in Tseung Kwan O when close to commissioning.
Salary will be commensurate with qualifications and experience.
