Entry Requirements:
The applicant should –

1. Have a bachelor degree in journalism, communication, public relations, or relevant subjects from a local university, or equivalent; AND
2. Have a minimum of 8 years’ full-time post-qualification media, journalism, public relations or public affairs experience; AND
3. Have good command of spoken and written English and Chinese, with Level 3 or above in both Chinese Language and English Language in HKDSEE or HKCEE, or equivalent [see Note]; AND
4. Exhibit effective research and analytical skills, including the use of online resources; AND
5. Have good command in social media management and strategy. Experience in operating social media accounts/pages for business use would be an advantage; AND
6. Have good knowledge and skills in creating, shooting and editing videos and images, infographics and writing captions and posts on social media platform and skills in using design software; AND
7. Be outgoing, proactive, reliable, responsible, resourceful and accurate with an attention to detail; AND
8. Be able to work under pressure and meet deadlines; AND
9. Have good knowledge and understanding of financial policy would be an advantage.

Note:
(1)‘Grade C’ and ‘Grade E’ in Chinese Language and English Language (Syllabus B) in the HKCEE before 2007 are accepted administratively as comparable to ‘Level 3’ and ‘Level 2’ respectively in Chinese Language and English Language in the 2007 HKCEE and henceforth.

Duties:
Main duties include:

1. To strategise, coordinate and develop promotion initiatives on various policy initiatives of the Financial Services and the Treasury Bureau (FSTB);
2. To research into political and policy issues, to monitor and analyse public sentiment and stakeholder perception, as well as relevant trends across all major media and social media channels;
3. To develop social-media contents, speeches, publicity materials and assist in publicity activities to advance FSTB’s policy objectives and initiatives and deliverability of messages;
4. To organise outreach activities to the community, financial sectors, press and social media influencers to amplify visibility and influence of initiatives of FSTB; and
5. To perform any other duties as assigned by senior officers.

The hours and venues of work may be varied having regard to the operational needs of the bureau. The successful candidate may be required to (a) work irregular hours and overtime, including evenings, weekends and public holidays; and (b) work outdoors.

Terms of Appointment:
The successful candidate will be employed on non-civil service contract terms for a period of 24 months. Renewal of contract will be subject to the service need and the performance of the candidate.

Fringe Benefits
1. A gratuity may be granted upon satisfactory completion of the full contract period with consistently high standard of performance. The amount of gratuity payable will be the sum which, when added to the Government’s contribution to a Mandatory Provident Fund (MPF) scheme as required by the MPF Schemes Ordinance, equals 15% of the total basic salary drawn during the contract period.

2. The benefits in respect of rest days, statutory holidays, annual leave, maternity leave or paternity leave, sickness allowance, where appropriate, will be granted in accordance with the provisions of the Employment Ordinance and confirmed at the time of the offer of appointment.

General Notes:
(a) Candidates must be permanent residents of the Hong Kong Special Administrative Region at the time of appointment unless specified otherwise.

If a disabled candidate meets the entry requirements, he/she will be invited to attend the selection interview/written examination without being subject to any further shortlisting criteria. (g) Holders of academic qualifications other than those obtained from Hong Kong institutions/Hong Kong Examinations and Assessment Authority may also apply but their qualifications will be subject to assessments on equivalence with the required entry qualifications.
