Salary:
HK$400 to HK$549 per hour (depending on relevant experience)

Entry Requirements:
Candidates should have –

(a)(i) a Class 1 Certificate of Competency (Marine Engineer Officer) of a foreign-going steamship and/or motor ship acceptable to the Director of Marine; or

(ii) a corporate membership of a relevant engineer institution acceptable to the Director of Marine;

(b) at least 8 years’ full-time post-qualification working experience related to implementation of statutory requirements and codes of safe working practice relating to marine industrial works within the waters of Hong Kong; investigating and processing prosecution on violations of statutory requirements relating to marine industrial works within the waters of Hong Kong; and promoting occupational safety and health. Relevant work experience in the government or public bodies would be an advantage; and

(c) met the language proficiency requirements of ‘Level 1’ results in the two language papers (Use of Chinese and Use of English) in the Common Recruitment Examination, or equivalent [See Note].

Note:
The results of the Use of Chinese (UC) and Use of English (UE) papers in the Common Recruitment Examination (CRE) are classified as Level 2, Level 1 or Fail, with Level 2 being the highest.

Level 5 or above in Chinese Language of the Hong Kong Diploma of Secondary Education Examination (HKDSEE); or Grade C or above in Chinese Language and Culture or Chinese Language and Literature of the Hong Kong Advanced Level Examination (HKALE), are accepted as equivalent to Level 2 in the UC paper of the CRE. Level 4 in Chinese Language of the HKDSEE; or Grade D in Chinese Language and Culture or Chinese Language and Literature of the HKALE, are accepted as equivalent to Level 1 in the UC paper of the CRE.

Level 5 or above in English Language of the HKDSEE; or Grade C or above in Use of English of the HKALE; or Grade C or above in English Language of the General Certificate of Education (Advanced Level) (GCE A Level), are accepted as equivalent to Level 2 in the UE paper of the CRE. Level 4 in English Language of the HKDSEE; or Grade D in Use of English of the HKALE; or Grade D in English Language of the GCE A Level, are accepted as equivalent to Level 1 in the UE paper of the CRE.

Applicants with an overall band of 6.5 or above with no subtest score below band 6 obtained in the same sitting in the Academic Module of the International English Language Testing System (IELTS) within the two-year validity period of the test result are accepted as equivalent to Level 2 in the UE paper of the CRE. The IELTS test result must be valid on any date during the application period.

Duties:
A Part-time Marine Safety Officer is mainly deployed on –

(a) implementing statutory requirements and codes of safe working practice relating to marine industrial works within the waters of Hong Kong;
(b) promoting marine industrial safety legislation and delivering safety message through ship visits;
(c) investigating and processing prosecution on violations of statutory requirements relating to marine industrial works within the waters of Hong Kong;
(d) vetting application for approved trainer, training material and recognition as safety training centre to conduct mandatory shipboard safety training courses, and carry out monitoring inspections to training centres in Hong Kong and People's Republic of China;
(e) training and supervising Assistant Ship Inspectors (ASIs) as necessary, including Direction and Warning Letters issued and follow up;
(f) attending site safety management committee meetings for major marine construction projects to give advices on marine construction safety and health matters and supervising safety inspections carried out by ASIs to these construction sites;
(g) handling the civil claim and replying the solicitor firm;
(h) handling the report of irregularities relating to marine industrial and complaint from public members;
(i) monitoring the performance of Gas Free Inspector, Competent Examiner, Competent Person for confined space;
(j) handling Verified Gross Mass of packed container matters including scrutinizing the application for both method 1 & 2, audit of shippers, weighing operator and handling complaint; and
(k) promoting occupational safety and health.

Terms of Appointment:
Successful candidate will be appointed on non-civil service contract terms for 12 months.

General Notes:
(a) Candidates must be permanent residents of the Hong Kong Special Administrative Region at the time of appointment unless specified otherwise.

In these circumstances, only shortlisted candidates will be invited to attend recruitment examination and/or interview.

If a disabled candidate meets the entry requirements, he/she will be invited to attend the selection interview/written examination without being subject to further shortlisting. (g) Academic qualifications other than those obtained from Hong Kong institutions / Hong Kong Examinations and Assessment Authority will be subject to assessments on equivalence with the required entry qualifications. Holders of such qualifications should submit copies of their official transcripts and certificates by e-mail to the Marine Department.

The title of the post being applied for and the online application number should be quoted in the e-mail subject and on the copies of the supporting documents.

The required supporting documents are as follows –
(a) copies of certificates and documents in support of the professional / technical qualifications;
(b) copies of supporting documents of work experience showing nature of work / position held; and
(c) copies of certificates and documents in support of the language proficiency requirements.

If candidates fail to provide the supporting documents as required, their applications will not be considered. Applicants are encouraged to provide their e-mail addresses on the application forms. Candidates who selected for interview will normally receive an invitation (by e-mail or by post) in about six to eight weeks from the closing date for application. Those who are not invited for interview may assume that their applications are unsuccessful.
