Chief Building Services Engineer

Summary of the Role

As Chief Building Services Engineer, you will lead the design, delivery, and operational readiness of all building services systems across WKCD’s capital and enhancement projects. This strategic role demands expertise in integrating complex engineering solutions while driving excellence in safety, sustainability, system reliability, and stakeholder collaboration.

You will be responsible for:

• overseeing end-to-end building services design (electrical, lighting, ELV, AV, BMS, lifts/escalators, EV charging, etc.) from feasibility studies through commissioning, handover, and operational integration;

• ensuring systems are cost-effective, compliant, and optimized for lifecycle efficiency (build-own-operate);

• leading engagement with government bodies, utilities, internal departments, and consultants to align designs with operational needs and statutory requirements;

• securing timely approvals for submissions, utility connections, and occupation permits;

• direct in-house building services engineers and on-site resident staff, ensuring rigorous oversight of consultants and contractors;

• mentoring a high-performing team to deliver projects on time, within budget, and to quality standards;

• partnering with Project Procurement & Control Department to manage budgets, cost plans, and change control for building services;

• resolving design/installation issues proactively and leverage BIM for multidisciplinary integration;

• champion safety, sustainability, and compliance across all projects; and

• driving adoption of best practices in building services engineering and digital tools (e.g., BIM and digital twins).

You should:

• possess a Bachelor’s degree in Electrical Engineering, Building Services Engineering, or equivalent;

• have Corporate Membership of HKIE (Electrical or Building Services) or internationally recognized equivalent;

• possess at least 15 years’ of post-qualification experience, including 10 years in senior management roles, in building services design/project management for high-specification developments, e.g. electrical, lighting, ELV, AV, BMS, lifts/escalators, EV charging, etc.;

• have proven expertise in managing design teams, contractors, budgets, and multidisciplinary interfaces;

• have deep knowledge of Hong Kong statutory codes, utility protocols, and submission processes;

• be fluent in English and Chinese and have exceptional negotiation, communication, and leadership skills;

• preferably have experience with BIM implementation in major projects; and

• have track record in delivering cultural, commercial, or large-scale mixed-use developments.
