a recognized degree in Accounting, Finance, or related discipline; qualified accountant with Big-4 training and membership of a professional accountancy body;
a minimum of 10 years’ post-qualification experience, including no less than 5 years in management roles within sizable organisations, experience in public services or NGOs is an advantage;
Proven expertise in financial planning, analysis, financial and management reporting, ERP implementation, and digital transformation;
Strong strategic thinking and advisory skills, experience in company secretariat work is preferred;
Demonstrated leadership in building and motivating high-performing teams; and
Excellent communication, interpersonal, and negotiation skills; fluent in English and Chinese (written and spoken).

Duties include:
Reporting to the General Manager - Finance of the CIC, the incumbent is expected:
To act as a strategic business partner, providing financial insights to support planning, budgeting, and decision making;
To lead the development and enhancement of reporting systems to monitor performance and ensure alignment with organizational goals;
To drive operational efficiency through business partnering, workflow streamlining, and change management initiatives;
To oversee ERP and digital system implementations to improve reporting and finance operations;
To ensure robust financial governance through policy development, risk assessments, and company secretariat duties;
To build and lead a high performance Financial Planning and Analysis team, fostering a culture of excellence and continuous improvement;
To act as the Company Secretary for certain entities of the Council and support audit matters; and
To carry out any other duties as assigned from time to time by the Executive Director.
