Principal Curriculum Officer (Chinese Language) (EDB/EI/190/25)

Salary:
$127,700 per month

Entry Requirements:
(a) A Hong Kong bachelor's degree majoring in Chinese Language or Chinese Language Education, or equivalent [See Note (ii) and (iii)];
(b) A certificate in education from a Hong Kong tertiary educational institution, or equivalent, preferably majoring in Chinese Language or Chinese Language Education [See Note (ii) and (iii)];
(c) Met the language proficiency requirements of "Level 2" results in the two language papers [Use of Chinese (UC) and Use of English (UE)] in the Common Recruitment Examination (CRE), or equivalent [See Note (iv)];
(d) A pass result in the Basic Law and National Security Law Test [See Note (v)];
(e) At least 12 years' relevant post-qualification [as specified in (a) and (b)] experience in (i) Chinese Language teaching and/or (ii) curriculum development and/or (iii) research focusing on Chinese Language Studies or Education [See Note (vi)];
(f) Profound knowledge in language education research methodology and current trends in Chinese Language Education in both local and international settings;
(g) Good command of both English and Chinese (including Putonghua), leadership, interpersonal and project management skills; and
(h) Preference will be given to candidates who possess a Hong Kong higher degree (e.g. a Master or Doctoral degree, or a post-graduate research-oriented degree) relevant to Chinese Language or Chinese Language Education, or equivalent [See Note (ii)].

Note:
(i) The application period for the post of Principal Curriculum Officer (Chinese Language) is from 18 August 2025 (Monday) to 8 September 2025 (Monday).
(ii) Applicants should mark clearly on their application forms the major and minor subjects studied in their degree/certificate of education courses. Applicants possessing additional qualifications (e.g. a Master or Doctoral degree in a relevant subject) should include details in their applications.
(iii) For details, please refer to the recommendations of Standing Committee on Language Education and Research on language teacher education and qualifications at https://www.edb.gov.hk/en/teacher/qualification-training-development/training/language-edu/index.html.
(iv) The results of the Use of Chinese (UC) and Use of English (UE) papers in the CRE are classified as 'Level 2', 'Level 1' or 'Fail', with 'Level 2' being the highest. 'Level 5' or above in Chinese Language of the Hong Kong Diploma of Secondary Education Examination (HKDSEE); or Grade 'C' or above in Chinese Language and Culture or Chinese Language and Literature of the Hong Kong Advanced Level Examination (HKALE) is accepted as equivalent to 'Level 2' in the UC paper of the CRE. 'Level 5' or above in English Language of the HKDSEE; or Grade 'C' or above in Use of English of the HKALE; or Grade 'C' or above in English Language of the General Certificate of Education (Advanced Level), is accepted as equivalent to 'Level 2' in the UE paper of the CRE. Applicants with an overall band of 6.5 or above with no subtest score below band 6 obtained in the same sitting in the Academic Module of the International English Language Testing System (IELTS) within the two-year validity period of the test result is accepted as equivalent to 'Level 2' in the UE paper of the CRE. The IELTS test result must be valid on any date during the application period.
(v) A pass result in the Basic Law and National Security Law Test is an entry requirement for Curriculum Officer jobs in the Education Bureau. All applicants for Curriculum Officer jobs will be assessed on their knowledge of the Basic Law and the National Security Law. Only those candidates who have passed the Basic Law and National Security Law Test will be considered for appointment.
(vi) Applicants should mark clearly in their application forms the nature and relevancy of post-qualification experience.
(vii) Candidates should be responsible, self-motivated and enthusiastic; have a fine character and integrity; be committed to serve in the education field; and be able to communicate effectively in Chinese and English.

Duties:
(a) To assist in directing the strategic and holistic planning of the Standing Committee on Language Education and Research (SCOLAR) [See Remarks] in promoting biliteracy and trilingualism and translating elements of Chinese Language Education into initiatives or programmes for implementation. The above should be taken forward as directed by SCOLAR and with regard to the curriculum development, school settings, teachers' professional development, research trends, students' learning diversity, language proficiency of the workforce and the public, etc;
(b) To lead and supervise the planning, development, implementation and review of various projects, activities, language landscape studies of Hong Kong and other research studies related to Chinese Language Education as directed by SCOLAR;
(c) To lead and supervise the preparation and presentation of committee papers, evaluation reports and research studies related to Chinese Language Education matters and to liaise with stakeholders as appropriate;
(d) To lead and supervise the planning and development of resources/materials on Chinese Language Education sponsored by the Language Fund;
(e) To offer professional input to and advice on SCOLAR's Chinese Language Education activities and research studies;
(f) To supervise relevant teams of staff in taking forward the above; and
(g) To perform any other duties assigned.

[Remarks: The SCOLAR was established in 1996 to advise Government on language education issues in general as well as on the use of the Language Fund.]

Terms of Appointment:
Successful candidates will be employed on non-civil service contract terms for 2.5 years.

Fringe Benefits
(a) 18 days annual leave and full pay sickness allowance whereas rest days, statutory holidays(or substituted holidays), maternity leave / paternity leave, where appropriate, will be granted in accordance with the provisions of the Employment Ordinance.
(b) A gratuity may be granted upon satisfactory completion of the contract with consistently high standard of performance and conduct. Such gratuity, if granted, plus any contribution made by the Government to a Mandatory Provident Fund (MPF) scheme in respect of the appointee as required by the MPF Schemes Ordinance, will be equal to 15% of the total basic salary drawn during the contract period.
(c) Other fringe benefits include medical and dental benefits and, where appropriate, housing benefits.
