Entry Requirements:
Candidates should:
(a) have a Bachelor’s or post-graduate degree in Computer Science, Information System, Information Technology, Electronic Engineering or a related discipline from a university in Hong Kong, or equivalent;
(b) have met the language proficiency requirements of Level 2 or above in Chinese Language and English Language in the Hong Kong Diploma of Secondary Education Examination (HKDSEE) or the Hong Kong Certificate of Education Examination (HKCEE), or equivalent [Note (1)];
(c) have at least 5 years of relevant work experience in the field of information security, e.g. IT security audit, IT security incident response, IT security risk management and IT security compliance;
(d) possess relevant professional qualification(s) such as Certified Information Security Professional (CISP), Certified Information Systems Auditor (CISA), Certified Information Security Manager (CISM), Certified Information Systems Security Professional (CISSP);
(e) have sound knowledge in IT security frameworks. Knowledge and experience in operational technology (OT) will be an advantage; and
(f) have strong communication skills with good command of both written and spoken English and Chinese.

Note:
(1) : “Grade E” in Chinese Language and English Language (Syllabus B) in the HKCEE before 2007 is accepted administratively as comparable to “Level 2” in Chinese Language and English Language in the 2007 HKCEE and henceforth.

Duties:
Successful candidates are mainly deployed to administer the following tasks under the Protection of Critical Infrastructures (Computer Systems) Ordinance:
(a) review computer-system security management plans, computer-system security risk assessment reports and computer-system security audit reports;
(b) review computer-system security compliance status of stakeholders and conduct necessary follow-up interviews and enquiries;
(c) research into, develop and review computer-system security policies and guidelines referencing the latest national and international standard and industry best practices;
(d) liaise with industry stakeholders in computer-system security compliance related matters; and
(e) perform administrative tasks and any other duties assigned by the supervisor.

Note: “Computer-system” includes both information technology (IT) and operational technology (OT).

Terms of Appointment:
Successful candidates will be appointed on non-civil service contract terms for 12 months and are expected to assume duty in January 2026. Renewal of contract will be subject to the service need of the Security Bureau and the performance of individual candidates.

Fringe Benefits
(a) An end-of-contract gratuity may be granted upon satisfactory completion of the contract with consistently high standard of performance and conduct. The amount of gratuity payable will be the sum which, when added to the Government’s contribution to a Mandatory Provident Fund (MPF) scheme as required by the MPF Schemes Ordinance (Cap. 485), equals 15% of the total basic salary drawn during the contract period.
(b) Rest days, statutory holidays (or substituted holidays), paid annual leave of 12 days per year of service, maternity leave/paternity leave, sickness allowance, where appropriate, will be granted in accordance with the provisions of the contract.

General Notes:
(a) Candidates must be permanent residents of the Hong Kong Special Administrative Region at the time of appointment.

(e) Where a large number of candidates meet the specified entry requirements, the recruiting department may devise shortlisting criteria to select the better qualified candidates for further processing. In these circumstances, only shortlisted candidates will be invited to attend selection interview.
(f) It is Government policy to place people with a disability in appropriate jobs wherever possible. If a disabled candidate meets the entry requirements, he/she will be invited to attend the selection interview without being subject to any further shortlisting criteria. Applicants who have declared disabilities found suitable for appointment may be given an appropriate degree of preference over other applicants whose suitability for appointment is considered comparable to that of the former. (g) Holders of academic qualifications other than those obtained from Hong Kong Institutions/ Hong Kong Examinations and Assessment Authority may also apply but their qualifications will be subject to assessments on equivalence with the required entry qualifications. They should submit copies of their official transcripts and certificates by e-mail to [email protected].
(h) The successful candidates will be subject to integrity checking before appointment.

Candidates should state in detail in the online application forms their academic qualifications, professional qualifications and employment records with post title and detailed description of duties.

Candidates holding qualifications obtained from academic institutions outside Hong Kong should submit copies of their degree certificates, transcripts of studies and official documents issued by the relevant academic institutions which stated the mode of delivery (e.g. full time / part time, on campus / distance learning, etc.) of the study programmes by e-mail to [email protected] by application deadline.

The online application number should be quoted at the e-mail subject when submitting the supporting documents. If candidates fail to provide the supporting documents by e-mail as requested on or before the closing date of application, their applications will not be considered.

Candidates who are selected for interview will normally receive an invitation in about two to three weeks from the closing date for applications, but this timing is subject to change without prior notification to applicants. Those who are not invited for interview may assume their applications unsuccessful.
