Overview
As the Senior Manager of Operation Risk (Transaction Monitoring), you will lead the design, implementation, and governance of AML transaction monitoring (“TM”) controls across Life Operations (“LO”). You will be responsible for ensuring TM rules are effective, data-driven, and aligned with regulatory expectations.
The Job
1. TM Governance
Own and manage the TM rule lifecycle including design, testing, validation, and periodic review
Lead centralized governance of TM rules across LO and ensure alignment with Compliance, Finance, channels and IT
Conduct regular reassessments of TM rule thresholds and parameters to reflect evolving ML/TF risks
Ensure TM controls are embedded in procedural manuals and aligned with regulatory guidance from the Insurance Authority
Partner with Compliance to conduct red flag mapping and end-to-end validation of the TM framework
2. Alert Management & Escalation
Oversee TM alert handling procedures, ensuring timely investigation, documentation, and escalation of suspicious transactions to Compliance and MLRO
Establish standardized guidelines for TM alert clearance and ensure audit trails are maintained
Lead look-back exercises and retrospective reviews to identify historical suspicious activity and support STR filings
3. System Oversight & Data Integrity
Collaborate with Compliance and IT to ensure TM system (Financial Crime Risk Management system) is properly configured, maintained, and monitored
Validate system logic and data ingestion processes to prevent alert failures and ensure full coverage of scenarios
Drive enhancements to TM dashboards and MI reporting for senior management and governance committees
4. Quality Control & Training
Lead quality assurance reviews on TM alerts
Provide training and guidance to LO on TM protocols, red flags, and escalation procedures
5. Support ad-hoc tasks and projects as assigned
The Person
Degree holder in Accounting, Data Analytics, Finance, Information Systems, Risk Management, Statistics, or related disciplines
Minimum 8 - 10 years of experience in life insurance/FI operations, compliance or consulting
Deep understanding of AML transaction monitoring systems, rule design, and alert governance
Knowledge of AML controls and regulatory frameworks is an advantage
Analytical mindset with strong problem-solving skills
Strong ownership and ability to work independently
Confident in working with cross-functional teams and senior stakeholders with good communication and presentation skills
Fluent in both written and spoken English and Chinese
