Senior Purchasing Manager / Purchasing Manager (Purchasing and Support Services Section) (25260118)
Job Summary: The Senior Purchasing Manager is responsible for leading the purchasing section, developing procurement strategies, and ensuring the efficient acquisition of goods and services. This role involves managing supplier relationships, negotiating contracts, and optimising purchasing processes to achieve cost savings and high-quality standards.
Responsibilities:
- Assist the Assistant Director of Finance (Purchasing and Support Services Section) in the management of the procurement function;
- Support administrative tasks of Tender Boards and committees of the University;
- Develop and implement purchasing strategies that align with the University goals;
- Prepare tender reports and vet tender or contract documents;
- Analyse purchasing data and generate reports for management review;
- Responsible for the procurement function transformation by establishing relevant strategies to establish demand planning framework, as well as the sub-category plan through dynamic cost structures;
- Oversee daily procurement operations, which include working closely with different departments or faculties to meet the business requirements, tender specification and contract terms, as well as negotiating the best deals with the service providers;
- Ensure all procurement transactions fully comply with the established regulations and procedures;
- Lead and mentor the purchasing team to achieve departmental objectives;
- Monitor market trends and provide relevant guidance to the procurement team, fostering a culture of continuous improvement in terms of productivity, as well as setting up cost-saving measures without compromising the quality of the services/products from suppliers; and
- Perform any other duties as assigned.
Requirements:
- A bachelor’s degree in Procurement, Supply Chain Management, Business Administration, or related disciplines;
- At least 12 years of experience in purchasing or procurement, with over 5 years in a managerial role;
- Strong negotiation and leadership skills;
- Excellent analytical and problem-solving abilities;
- Adapt to changing priorities and challenges with a positive attitude;
- Foster a respectful and cooperative team environment;
- Good command of both spoken and written English and Chinese;
- Experience with Oracle financial system is an advantage;
- Student member / member of CIPs or a professional accounting body would have an advantage.
- Proficient in procurement software and Microsoft Office Suite; and
Shortlisted candidates will be invited to complete a written test.
The initial appointment will be offered on a fixed-term contract of three years. Re-appointment thereafter will be subject to mutual agreement and availability of funding.
Candidates with less experience or/and academic qualifications will be considered for the post of Purchasing Manager.
Salary will be commensurate with qualifications and experience.
